Transportation Minister Yisrael Katz announced Monday that he will make efforts to reform Israel 'smuch disputed governing system before the current Knesset term is up.
"We will replace the governing system before the upcoming elections," Katz told reporters at the Citizen's Empowerment Center in Tel Aviv.

The minister proposed four measures to restructure the State's political order, including raising the election threshold, limiting the number of government ministers and deputies, increasing the number of votes required to dismantle a government through a no confidence motion and incorporating regional elections.
"The purpose of the reform is not to guarantee power to one party or another, but to ensure stable governance," Katz said. "In order for Israel to deal with the challenges that it is facing, we must make changes that allow the government to make important decisions and implement them.
"All of the proposed parameters are to be put through the legislative process with the purpose of making an impact on the next elections."
