State Comptroller Matanyahu Englman stated in a prepared report that the Ministries of Economy and Finance did not prepare an advance contingency plan to assist small businesses during the war. Additionally, he sharply criticized Prime Minister Benjamin Netanyahu and his former director general, Yossi Shelley, determining they failed in their roles regarding the treatment of northern communities during the war. "In terms of results - the government failed to provide the necessary response," Englman wrote. "This outcome rests primarily at the doorstep of the Prime Minister's Office and its leader."
