He added: "The evacuation from the American embassy in Baghdad may reflect a significant threat, but it also serves as a signal that short-term military action against Iran is possible. This is a major step that is difficult to quickly reverse and comes with a certain cost. It doesn't mean military action is imminent, there is time for talks and it takes time to evacuate people. But these are steps that make sense to take as part of preparations."
