Von der Leyen: 'We must establish a NATO-like emergency protocol to respond to hybrid attacks'

|
European Commission President Ursula von der Leyen said at the UN Security Council that "Europe needs a security emergency protocol against hybrid attacks, similar to NATO, that will allow EU member states to discuss responses to crises." She elaborated on the protocol: "Europe needs a rulebook against hybrid attacks. When the protocol is activated by one of the member states, all member states will convene to coordinate a pan-European response that will create deterrence against further escalation and mitigate the impact," she said.
