The estimated cost to the economy is approximately 400 million shekels per year. The evasion method is simple: passengers scan the barcode in the app when boarding the bus but don't confirm the payment. If an inspector boards, they complete the transaction in real time and avoid a fine of only 100 to 180 shekels.
