The government decided not to establish a commission of inquiry "during the war and because a substantive process was decided in the cabinet." Minister Shlomo Karhi said during the discussion that "there is a law that passed a preliminary reading on a commission of inquiry by agreement, it's worth having the Knesset committee discuss it and we can advance it even during recess."
