According to Lapid, 'They don't enlist because the government pays them not to enlist.' He added: 'The government gives young ultra-Orthodox men substantial amounts of money to ensure they avoid service. Netanyahu and Israel Katz know that it's possible to draft the ultra-Orthodox: they simply need to stop paying them.'
