According to a document distributed by the White House, it states that "the American flag is the most sacred and precious symbol of the United States of America, and its desecration is especially and inherently offensive and provocative. It is a declaration of contempt and hostility toward our nation." The document also calls for clarifying the scope of the First Amendment to the Constitution, which establishes freedom of speech. It further directs the prohibition and revocation of visas, residence permits and naturalization procedures for those who desecrate the flag.
