The State Comptroller in a report issued Monday said 2.6 million Israeli residents are without sufficient protection in case of a missile attack on Israel.
In his report, the comptroller noted that 45% of public shelters were found unsuitable and plans to evacuate populations under attack were incomplete.
Strategic sites around the country were also unprepared for a massive missile strike.
