The military emphasized that this does not mean the actual call-up of 400,000 reserve soldiers or the issuance of Form 8 orders on this scale, but rather the establishment of a systemic ceiling that allows flexibility in expanding deployment according to operational needs. "The framework is designed to provide a response to challenges in different arenas, and especially within the context of the war," it was reported.
