The head of IDF Personnel Planning and Administration Division, Brigadier General Shai Tayeb, stated during a discussion at the IDF Human Resources subcommittee regarding military policy on arresting deserters and absentees, that "a total of 24,000 first draft notices and recruitment orders were sent to ultra-Orthodox candidates this year," of which only about 1,200 reported for duty.
