Eyewitnesses told Russian Telegram channels that a party was being held at the affected restaurant "in honor of a senior figure." Some Telegram channels indicated that the figure was Russian Air Force Commander Alexander Chaiko, who assumed his position a month and a half ago. There is no official confirmation of this.
