State Comptroller Matanyahu Engelman paints a harsh picture in a scathing report about the failure to provide mental health care to Israelis after the October 7 massacre, as well as during the war. The report states that "the mental health system, which had difficulty functioning even before October 7, collapsed in the first days of the war." Among other things, it was found that the Ministry of Health was not prepared for the scenario of evacuating residents during wartime and did not properly supervise the training of volunteers who came to help.
