U.S. Secretary of State Marco Rubio said the first condition in talks with Iran is that the Islamic Republic must open the Strait of Hormuz. According to Rubio, "Iran must also commit to specific negotiations on the transfer of enriched uranium." He added that Tehran will not receive sanctions relief solely for opening the Strait of Hormuz, and that any sanctions relief will be conditional.
