"This is an absolute lie," State Department spokesperson Tommy Pigott wrote on X. Those senators claimed that Secretary of State Marco Rubio told them the plan does not represent the official U.S. position and that it is only "a starting point" for discussions that includes "a Russian wish list." Rubio himself also responded on X, saying the proposal was formulated by the U.S.: "It is offered as a robust framework for ongoing negotiations."
