An indictment was filed in the Tel Aviv District Court against Haim Roter, chairman of the "Shomrim" organization in Bnei Brak, for committing sexual offenses against a teenager and three young men. The prosecution decided without the knowledge of the police to file the indictment under a gag order, fearing harm to the complainants. The indictment attributes to Roter one count of rape and three indecent acts, out of 15 complaints filed, one of them a decade and a half ago, and more than 80 testimonies.
