Mexican authorities announced that Brian Matthew Fognan, an American diplomat serving as deputy consul in the city of Monterrey, was killed in a road accident. It was reported that the accident occurred on a highway in the city of Matamoros in the northern part of the country, adjacent to the US border, and that the vehicle in which he was traveling overturned.
