Sanctions in 'Bismuth Outline' for draft exemption law: ban on driver's licenses and scholarship revocation

The 'Bismuth Outline' for the ultra-Orthodox draft exemption law has already been almost completely formulated and includes sanctions against draft dodgers. Among the sanctions are a ban on obtaining a driver's license until age 23; prohibition on leaving the country; revocation of scholarships for academic studies; and denial of employment opportunities in state authorities according to proportional representation. The remaining sanctions will be implemented at the end of each recruitment year if the annual targets are not met. In the first year, draft dodgers will not be able to participate in subsidized housing programs such as 'Price for Homebuyer' and will lose daycare subsidies; by the end of the second year, they will not be able to receive financial assistance from state institutions for purchasing apartments and will lose discounts on public transportation.
