The Security Council approved the Gulf states' resolution against Iran, submitted by Bahrain, condemning Iran's attacks against countries in the region. The resolution, which passed with 13 votes and two abstentions (Russia and China), determined that Iran's attacks against regional countries constitute a violation of international law and a threat to international peace and security. A total of 135 UN member states joined the resolution. Russia did not veto because it believed a parallel resolution of its own would pass – but this did not actually happen.
