The High Court of Justice ruled that the IDF must provide a timeline for returning Palestinians to their homes in refugee camps in Judea and Samaria, including Jenin, Tulkarem and Nur al-Shams. In January 2025, the IDF launched Operation 'Iron Wall' in Judea and Samaria aimed at eradicating terrorism and dismantling refugee camps. Justices Yitzhak Amit, Alex Stein and Khaled Kabub noted that even after a year and nine months since the operation began, 'the security circumstances that would allow the return of residents to the refugee camps still do not exist. At the same time, a series of steps must be advanced to enable this, including advancing a timeline.'
