The Interior Ministry has granted settlement codes to four new settlements, which have been officially established: The city of Shira (East Rosh Ha'ayin) in the Samaria Regional Council, which was declared in December 2025 by the political-security cabinet and is set to be built east of Rosh Ha'ayin adjacent to Highway 5, spanning approximately 9,500 dunams and including tens of thousands of housing units; the settlement of Har Bezek in Samaria, which was declared in December 2025 by the political-security cabinet as a new settlement; the settlement of Pnei Kedem in the Gush Etzion Regional Council, which was established 26 years ago; and the settlement of Keren Yaar (Al-Karn Forest) in Gush Etzion, which was declared in December 2025 by the political-security cabinet.
