The ultra-Orthodox have conceded their fundamental demand for a formal draft exemption law - and announced they will settle for a principles document outlining sanctions to be imposed if they fail to meet recruitment goals, ynet has learned. The document states that from day one, draft evaders will have their driver's licenses revoked, be banned from leaving the country and lose subsidies for academic studies. Additionally, if recruitment targets are not met after one year, draft evaders will lose eligibility to participate in the 'Buyer's Price' housing program, and property tax benefits and National Insurance allowances for Torah scholars will be canceled. Daycare subsidies will be provided in proportion to meeting recruitment targets.
