Data shows that out of 728 survivors who applied for the 'Public Committee Grant' track for those affected on October 7, only 144 actually utilized the dedicated rehabilitation package allocated to them—a gap that highlights, according to the resolution's drafters, the need for an active support framework and not just entitlements 'on paper.'
