The Home Front Command explains that the decision to change guidelines stems partly from the need to synchronize policy with ground reality. "The public is very disciplined, but we're seeing people starting to go out and move around. Keeping a population confined at home for long periods affects resilience, so it's better to ease restrictions slightly," they said. "The war isn't over yet. It's very important to continue following guidelines and if necessary, we know how to pull (the population) back to stricter measures. There's a very big challenge when you tell parents to go to work while children are at home. We're aware of this and in discussions with the Finance Ministry on the matter."
