The chairman of the advisory committee for senior appointments, former Supreme Court President Asher Grunis, was in the minority opinion regarding the appointment of Roman Gofman as head of the Mossad. "It is not appropriate to appoint him to the position of head of the Mossad for Intelligence and Special Operations," he wrote in his opinion. He referred to the case of operating the minor Uri Almakias: "I doubt that Gofman did not know that the unit was operating a minor. However, for the purpose of this discussion, I assume that Brig. Gen. Gofman did not know this. Since the operation of an Israeli minor citizen is a very serious flaw from an ethical-moral aspect, this is a flaw in terms of 'integrity' that must be attributed to Gofman." Three committee members, Prof. Talia Einhorn, Prof. Daniel Hershkowitz and Moshe Tery, supported Gofman's appointment.
