According to the IDF spokesperson, al-Amour served as the official in charge of the goods terminal at the Rafah crossing, and in this role managed hundreds of smuggling operations of weapons and military equipment into the Gaza Strip, directly aiding Hamas' military buildup. Additionally, over the years he played a central role in the terrorist organization's military wing's smuggling operations into Gaza, and commanded the entry of weaponry with the help of collaborators.
