The U.S. Department of Justice announced it reached a settlement with PayPal for approximately $30 million, following an investigation that determined its investment program gave preferential treatment to businesses owned by African Americans and minorities. Under the settlement, PayPal will establish a new small business initiative without criteria based on race or national origin and will waive fees on transactions totaling $1 billion for small businesses in the U.S. that are owned by military veterans or operate in the agriculture, manufacturing and technology sectors. Acting Attorney General Todd Blanche said companies that use race or national origin to discriminate against Americans 'will face increased enforcement.'
