Ukraine will receive security guarantees similar to Article 5 of the NATO treaty, which stipulates that any attack on one member state is considered an attack on the entire alliance - and other alliance members will mobilize to provide military assistance. A senior American official told reporters this, adding that "the offer for these guarantees will not be on the table forever. We've resolved 90% of the issues between Russia and Ukraine." Another senior official said Russia is open to the possibility of Ukraine joining the European Union.
