The High Court of Justice ruled that Communications Minister Shlomo Karhi must sign the appointments of members to the Israeli Public Broadcasting Corporation 'Kan 11' council. According to the ruling, the communications minister did not present arguments justifying deviation from the recommendations of the search committee and that the law limits the minister's discretion regarding appointments and the importance of preserving the corporation's independence. The four candidates recommended by the search committee that the communications minister refused to approve are: Michal Rafaeli Kadouri, Prof. Menachem Ben Sasson, CPA Amir Sevhat and Aliza Dayan Chamama.
