Russian President Vladimir Putin will not participate in direct talks with Ukraine, scheduled to take place today in Turkey regarding ending the war between the two countries. The Kremlin announced this following the Russian president's proposal to conduct negotiations in Istanbul on ceasing hostilities. Meanwhile, Ukrainian President Volodymyr Zelenskyy is making his way to Turkey, where U.S. representatives will also participate in the talks: U.S. Secretary of State Marco Rubio, U.S. President's Special Envoy to the Middle East Steve Whitkoff, and Special Envoy for Russia and Ukraine Keith Klogg.
