U.S. President Donald Trump said at the start of his meeting with British Prime Minister Keir Starmer in Scotland that "Israelis have strong feelings for the hostages and Hamas is using them as human shields. So I'm talking to Netanyahu about different plans, it's a complex situation." According to Trump, "If they didn't have hostages everything would be faster, but they do and we know where the hostages are in some cases. Israel doesn't want to go in there because it means the hostages will be killed. There are people who say that's the price that needs to be paid, but I don't want to say that, and I think neither do the Israelis."
