In his last position, Chen served as deputy commander of the Shai District. The disaster investigation report determined that his involvement in event preparations was minimal, and that he did not supervise the department he headed, did not review security plans, and did not address the crowding issue that ultimately led to the deadly disaster. The committee assigned him personal responsibility and recommended that their findings be considered in any discussion of his promotion or future appointments.
