German police arrested a 33-year-old man, a citizen of the country, on suspicion of killing two people and injuring about 20 others in a ramming incident earlier in Leipzig. The mayor said the vehicle plowed into a group of people in a pedestrian area. The prime minister of the state of Saxony said the suspect may be suffering from mental health issues. At least two of the injured were listed in serious condition.
