Cabinet to review new outline for transfer of Qatari aid into Gaza

Emerging proposal would see Qatari cash infused into Hamas-ruled enclave's economy either through UN and possibly through PA further down the road or through Gaza's postal banks pending Shin Bet authorization

The State Security Cabinet was set to meet Sunday to discuss a series of decisions regarding the Gaza Strip, including a new mechanism for the transfer of Qatari financial aid into the Palestinian enclave.

    Another option would see some of the grants transferred to families in need through Gaza's postal banks after the Shin Bet domestic security agency ensures the funds do not fall into terrorist hands. Part of the money would go to funding employment programs and the acquisition of fuel.
    Jerusalem has held several talks recently with UN Special Coordinator for the Middle East Peace Process Tor Wennesland who visited Doha last week in hopes Qatar and Hamas would accept the plan.
    The Gulf kingdom has long been a primary financial supporter of Gaza, which has been placed under a tight blockade by both Egypt and Israel since Hamas took control of the Palestinian seaside territory in 2007, citing security concerns.
    Ministers will also discuss Israel's response policy to any acts of aggression against Israel from Gaza, including the launch of incendiary balloons and explosives across the border. The plan stipulates that each such transgression would be answered with forceful retaliatory strikes.
    They will also discuss preparations for another potential round of fighting in the future if needed and determine which kind of humanitarian supply Israel would into Gaza as part of its reconstruction process.

    Another issue on the table will be the ongoing Egyptian-mediated ceasefire talks between Israel and Hamas. Cairo has been brokering long-term truce talks between the two parties following 11 days of fighting in May between the IDF and Palestinian terrorist factions in Gaza.
    According to Israeli officials, the gaps between the sides on the issue of swapping prisoners remain unbridgeable as Hamas' minimal demands still far exceeding any compromise Israel is willing to make.
    The group holds the bodies of two fallen IDF soldiers, Oron Shaul and Hadar Goldin, and two Israeli civilians, Hisham al-Saeed and Avera Mengistu.
