Defense Minister Israel Katz said that "dealing with the severe violence of a handful of Jewish rioters in the West Bank must be entirely the responsibility of the Israel Police, including prevention, investigation and prosecution. The IDF should not and cannot engage in civilian enforcement, but rather fight Palestinian terrorism. In accordance with my directive, the IDF has prepared a comprehensive plan to regulate civilian enforcement activity in the West Bank, which divides authorities between the IDF and the police. The plan does not include recommendations to reinstate administrative detention orders against settlers. Administrative orders are not the solution – strong and effective police enforcement is."
