A comprehensive confidential report by the International Atomic Energy Agency (IAEA), obtained by Reuters, determines that Iran previously conducted covert nuclear activities using undeclared materials at three sites that have been under investigation "for a long time." According to the report, sent to IAEA member states, the agency concluded that "these three sites, and possibly other related sites, were part of a classified nuclear program that Iran maintained until the early 2000s - which partly involved the use of nuclear material that Tehran had not declared."
