Hezbollah Secretary General Naim Qassem spoke, saying that "Israel must implement the first phase of the agreement through withdrawal, cessation of attacks and air flights, and the return of Lebanese prisoners. After the completion of the first phase, we are ready for dialogue." According to him, "The ceasefire agreement was supposed to stop the aggression, but Israel has committed thousands of violations. We cannot be asked to soften our positions or lay down our weapons while the aggression continues."
