Rutte wrote: "Congratulations, it was exceptional, and something no one else dared to do. Now we are all safer. Donald, you have brought the U.S. to a very very important moment for America and Europe and the world. You will achieve something no American president has managed to do for decades. Europe will pay big time, as they should, and this will be your victory."
