The outgoing chairman of the Foreign Affairs and Defense Committee, MK Yuli Edelstein, who was replaced by MK Boaz Bismuth due to his refusal to advance the military service exemption law, revealed the draft law according to the agreements and discussions so far. Among the sanctions against ultra-Orthodox draft evaders listed were: cancellation of property tax discounts, elimination of public transportation discounts, restrictions on leaving the country, subsidy-related sanctions, restrictions on obtaining a driver's license, eligibility for the 'Mechir Lemishtaken' affordable housing program and more. The draft was revealed hours before the committee's approval of Edelstein's replacement.
