State Comptroller Matanyahu Englman published a report titled "Lack of National Security Concept and Its Impact on Key Processes in the Political Echelon and the IDF" - pointing to a multi-year failure. According to him, the political echelon did not fulfill its responsibility to ensure that Israel is prepared for changing security challenges based on an orderly and formal national security concept. He noted that Prime Minister Benjamin Netanyahu, who initiated the formulation of a national security concept in 2017 and 2018 and worked to implement it, did not bring it for approval and binding decision, and as a result "did not fulfill his responsibility on the matter, and his concept remained without the ability to properly implement it and without binding validity."
