Nearly 10 years after planning began, Barack Obama’s presidential center is set to open in Chicago with a museum, public library, community spaces and exhibits on Michelle Obama, even as critics question its soaring cost

For nearly a century, former U.S. presidents have created institutions dedicated to preserving their public and political legacy. Usually known as presidential libraries or presidential centers, these institutions were originally meant to collect and preserve documents, archives, photographs, gifts and memorabilia from a president’s time in office.
Over the years, however, they have become much more than archives. Many now include museums, research centers, public programs and major architectural statements. They are not only places that document history, but also places where presidents help shape how future generations will remember them.

Now it is Barack Obama’s turn.
The Obama Presidential Center is set to open in Chicago on June 18, with former President Barack Obama and former first lady Michelle Obama expected to attend the opening ceremony. The center will open to the public the following day, on June 19, about five years later than originally planned.
The project, nearly a decade in the making, is one of the most ambitious and expensive presidential centers built in the United States. Located near the University of Chicago, on a 19-acre campus in Jackson Park, it is designed as a museum, public library, community center and civic space combined.
The center will include a wide display of documents, photographs, objects and memorabilia from Obama’s eight years in the White House, alongside permanent exhibitions on the lives of Barack and Michelle Obama and the broader social and political history of their era.

Michelle Obama will have a clear presence in the museum as well. One of the exhibits is expected to include dresses worn by the former first lady. Obama himself joked about that in a 2017 interview, saying: “The truth is, we all want to see Michelle’s dresses.”
But the Obama Center is not designed as a traditional presidential library. From the start, the Obama Foundation described it as an active public and civic campus, meant to serve Chicago residents as much as visitors interested in Obama’s presidency.
Alongside the museum, the site will include a public library, community center, conference and event spaces, sports and recreation facilities, public gardens, walking paths and open areas for daily use. The goal, according to the foundation, is to create not only a place of commemoration, but a civic hub that encourages public engagement and community activity.
The idea of a presidential library began in the 1930s with Franklin D. Roosevelt. Until then, presidential papers and gifts were often treated as the private property of the president. Many documents were lost, scattered among family members or sold to private collectors.

Roosevelt changed that model when he donated his papers and archives to the government and created a public library for them in his hometown of Hyde Park, New York. That decision became the basis for the modern presidential library system, now managed by the National Archives and Records Administration.
Since then, nearly every American president has created an institution dedicated to preserving his administration’s record and legacy. But in recent decades, these institutions have grown far beyond their original archival purpose.

New presidential centers have become large campuses that combine culture, education, community life, public programming and political symbolism. Each one reflects how a former president wants his story to be told, through architecture, exhibitions and public mission.
The Obama Center fits firmly into that newer model.
The project was designed by the New York firm Tod Williams Billie Tsien Architects, known for a restrained, monumental style that combines public architecture with a sense of human scale. Rather than create a flashy or overly polished landmark, the architects designed a building focused on material, texture, light and civic symbolism.

At the center of the campus is a 72-meter museum tower, clad in light-gray granite panels. The tower has a long, almost monolithic form, with clean geometric lines and a carved stone facade meant to echo natural rock formations and connect the building to the surrounding landscape of Jackson Park.
A major quotation from Obama’s 2015 speech marking the 50th anniversary of the Selma to Montgomery civil rights marches is built into the facade itself. The most prominent words, “You Are America,” appear in large letters near the top of the tower.
A longer passage from the speech, dealing with civic responsibility, hope and shared belonging in American democracy, is also integrated into the building’s exterior. The result turns the facade into more than decoration. It functions as a kind of architectural manifesto, inviting visitors to see themselves as part of the democratic story the center is trying to tell.

The design also seeks to avoid the image of a closed presidential monument. Next to the main museum tower are lower, more horizontal buildings that will house the public library and community center. These are meant to make the campus feel more open, accessible and less ceremonial.
When they were selected for the project, the architects said it was “a great honor and responsibility” to create a place reflecting the “optimism and integrity” of Barack and Michelle Obama. They said the architecture was meant to express the symbolic character of Obama’s presidency while also serving the practical needs of an active institution encouraging local, national and international dialogue.
The center’s supporters say that is what makes the project different from older presidential libraries. It is not only a place to look back on Obama’s presidency, but also a place meant to host programs, serve local residents and support civic participation.
But the project has also drawn criticism, especially over its cost. Early estimates put the budget at about $300 million. Over the years, that figure climbed to about $850 million, making the Obama Presidential Center one of the most expensive presidential centers in U.S. history.

The project is being funded privately by the Obama Foundation and donations from philanthropists and private donors, without direct federal funding. Still, the rising price tag has raised questions about the scale of the project and whether such a massive investment is justified.
Supporters argue that the cost reflects the center’s broader mission. Unlike a traditional library built mainly to house archives and exhibitions, they say, the Obama Center is a full public campus with educational, cultural, recreational and community functions.
The debate over the budget has not stopped the project from becoming one of the most closely watched architectural and cultural developments in Chicago. For Obama, who began his political career in the city and has long tied his public story to its South Side, the location is central to the center’s identity.
The result is a project that is part museum, part monument, part community campus and part statement about legacy. It is meant to preserve the history of Obama’s presidency, but also to project the values he wants associated with it: civic engagement, public service, democracy and social change.
After 10 years of planning and construction, the Obama Presidential Center is finally preparing to open its doors. Whether it becomes the active civic space its founders envision, or remains better known for its huge cost and delayed opening, will be tested only after the public begins walking through its doors.
