President Donald Trump said on Monday he has told Chinese President Xi Jinping that the United States will allow Nvidia to ship its H200 artificial intelligence chips to “approved customers” in China and other countries, under conditions he said will protect U.S. national security.
In a Truth Social post, Trump said Xi “responded positively” to the plan. Trump added that 25% of the revenue from these sales will be paid to the United States, calling it a policy that will support American jobs, strengthen U.S. manufacturing and benefit taxpayers.
Trump attacked the Biden administration’s export approach, saying prior rules pushed U.S. companies to spend billions developing downgraded chips for China that he argued “nobody wanted.” He said those restrictions slowed innovation and hurt American workers.
Trump said the H200 deal does not involve Nvidia’s most advanced chips. He noted that U.S. customers are already moving ahead with Blackwell processors and the upcoming Rubin generation, which he said are not part of the arrangement. He framed the move as a way to keep America’s lead in AI while still guarding national security.
Trump said the Commerce Department is finalizing details and that the same framework will apply to other U.S. chipmakers, including AMD and Intel, as well as additional American companies that sell to China.
